
Joseph de Pencier
Joseph de Pencier is a lawyer. Until September, 2007, he was the Director Ethics & Anti-Doping Services and the General Counsel at the Canadian Centre for Ethics in Sport (CCES), Canada’s national anti-doping organization. He has now returned to the Department of Justice, Canada, as Senior Counsel, but continues to advise the CCES as a volunteer.
His work in sport began in 1988 as counsel representing the Government of Canada before the Dubin Inquiry into the Ben Johnson positive test at the 1988 Seoul Olympic Games. He then spent nine months as in-house counsel at the Canadian Centre for Drug-free Sport (the CCES’ predecessor) when it was created in 1991-92 and remained a volunteer in the organization for nearly a decade before returning on staff in 2001.
Joseph has represented Canada in the Monitoring Group of the Council of Europe's Anti-Doping Convention beginning in 1995, and is past Chair of its Legal Issues Advisory Group. He was a member of the original Legal Committee of the World Anti-Doping Agency (WADA), and is currently a member of WADA’s Working Group on Legal Matters. He has participated in the WADA Independent Observer (IO) program as a member of the IO Teams for the 2002 Salt Lake City Paralympic Games, the 2003 FIS Nordic World Championships and the 2006 Torino Paralympic Games. Joseph has also participated at many ANADO Workshops as a presenter.
He is now a member of the Anti-Doping Committee of the International Paralympic Committee, oversaw the anti-doping program at the 2007 Parapan-American Games in Rio de Janeiro, Brazil, and will do the same for the 2008 Beijing Paralympics. Joseph is also a member of the Anti-Doping Commission of the Union cycliste internationale (UCI).
